กฎกอล์ฟใหม่ปี 2019
การเปลี่ยนแปลง แยกตามกฎกอล์ฟใหม่ ได้ดังนี้ 

ลักษณะ 1.ลูกหยุดนิ่ง (Ball at Rest)  

1. ลูกเคลื่อนที่จากค้นหา (Ball Moved During Search)

  ไม่มีโทษปรับ กรณีลูกเคลื่อนที่โดยบังเอิญจากการค้นหา (No penalty for accidentally moving your ball during search.)

กฎข้อ 7.4 ลูกเคลื่อนที่ในการพยายามหาให้พบ หรือระบุลูก

(R.7.4  Ball Accidentally Moved in Trying to Find or Identify It)

2. ลูกเคลื่อนที่บนกรีน ไม่มีโทษปรับ (No Penalty for Moving Ball on the Putting Green)

ทำลูก หรือที่มาร์คลูกเคลื่อนที่โดยบังเอิญบนกรีน ไม่มีโทษปรับ (No penalty for accidentally moving your ball or ball-marker on the putting green.)

กฎข้อ 13.1d เมื่อลูกหรือที่มาร์คลูกเคลื่อนที่บนกรีน

3. มาตรฐานสาเหตุที่ลูกเคลื่อนที่ (Standard for Deciding Why a Ball Moved.)

มาตรฐานใหม่ในการพิจารณาสาเหตุลูกเคลื่อนที่ (New standard to determine if you caused your ball to move.) จะถือว่าลูกที่หยุดอยู่เคลื่อนที่  ต้องรู้หรือแน่ใจอย่างแท้จริงเท่านั้นว่ามันเคลื่อนที่ แต่ถ้าลูกอาจเคลื่อนที่แต่ไม่รู้หรือแน่ใจ จะถือว่าลูกไม่เคลื่อนที่และต้องเล่นลูกตามสภาพนั้น

กฎข้อ 9.2 การตัดสินว่า ลูกเคลื่อนที่หรือไม่ หรืออะไรเป็นแหตุทำลูกเคลื่อนที่

4. การนำลูกกลับมาวางเมื่อจุดเดิมไม่รู้ชัด (Replacing Ball When Original Spot is Not Known)

เมื่อจุดเดิมไม่รู้แน่ชัด ให้นำลูกกลับโดยประมาณจุด (When the original location of your ball is not known, replace it on its estimated spot.)

ลักษณะ 2.ลูกเคลื่อนที่ (Ball in Motion)

5. ไม่มีโทษปรับ ถ้าลูกกำลังเคลื่อนที่ของผู้เล่น โดนตัวผู้เล่น อุปกรณ์ของผู้เล่น หรือแคดดี้ของผู้เล่น    ยกเลิกโทษปรับ กรณีตีลูกถูกตัวเองอุปกรณ์ของผู้เล่น หรือแคดดี้ของผู้เล่น ถูกทำให้หยุด 
หรือเฉไป

(No penalty if your ball in motion is accidentally deflected by you, your equipment, or your caddie.)

กฎข้อ 11.1 ลูกในการเคลื่อนที่บังเอิญไปโดนคน หรืออิทธิพลภายนอก

ลักษณะ 3.การผ่อนปรน (Taking Relief)

6. การวัดขนาดของพื้นที่ผ่อนปรน เมื่อลูกต้องดรอปและเล่น (Measuring the Size of the Relief Area Where a Ball Must Be Dropped and Played)

เน้นการดรอปลงในพื้นที่เฉพาะ “พื้นที่ผ่อนปรน” กำหนดโดยกฎกอล์ฟ  อาจจะหนึ่ง หรือสองช่วงไม้กอล์ฟจากจุดอ้างอิง ลูกต้องหยุดอยู่ในพื้นที่ผ่อนปรนเท่านั้น (อาจมีข้อจำกัดอื่น) (The focus of the dropping procedure will be on a specific “relief area” set by the Rule under which relief is being taken and will be either one or two club-lengths from a reference point (and may have certain other limitations).

7. ขั้นตอนปฏิบัติใหม่ในการดรอปลูก  (New Procedure for Dropping a Ball)

ยกเลิกการดรอปเสมอไหล่ เปลี่ยนเป็นขั้นตอนการดรอปง่ายๆโดยปล่อยลูกระดับหัวเข่า ลูกผ่านอากาศไม่สัมผัสส่วนใดหรืออุปกรณ์ของผู้เล่น ก่อนกระทบพื้น (How a ball may be dropped is simplified; the only requirement will be that the ball be let go from knee height so that it falls through the air and does not touch any part of the player’s body or equipment before it hits the ground.)

8. ที่ใด ที่ลูกที่ดรอปต้องมาหยุดอยู่ ( Where a Dropped Ball Must Come to Rest)

 ลูกที่ดรอปต้องกระทบพื้นที่ผ่อนปรน ต้องหยุดอยู่ในพื้นที่ผ่อนปรน   (The ball will need only to be dropped in and come to rest in the relief area)

กฎข้อ 14.3c ลูกที่ดรอปอย่างถูกต้อง ต้องหยุดอยู่ในพื้นที่ผ่อนปรน

9. ระยะแน่นอนใช้ในการวัด (Fixed Distances to be Used for Measuring)

กฎกอล์ฟใช้ไม้กอล์ฟที่ยาวที่สุดในถุง ยกเว้นพัตเตอร์ ใช้ในการวัดจากจุดอ้างอิง (A fixed distance of the longest club in your bag, other than your putter, will be used for measuring)

10. เวลาในการค้นหาก่อนถือว่าลูกหาย (Time For Search Before Ball is Lost)

เวลาในการค้นหาลูก 3 นาที (the time for a ball search (before the ball becomes lost) will be reduced from 5 minutes to 3 minutes.)

11. ลูกแทนอนุญาตให้ใช้เสมอเมื่อการผ่อนปรน  (Substitution of Ball Always Allowed When Taking Relief)

ทุกครั้งที่รับผ่อนปรน อาจใช้ลูกอื่นแทนลูกเดิมได้เสมอ (when taking relief, the player will always be allowed the choice to substitute a ball or to use the original ball)

12. การผ่อนปรนลูกจม (Relief For an Embedded Ball)

ลูกจมผ่อนปรนได้โดยไม่มีโทษปรับ ทุกแห่งในบริเวณทั่วไปของสนาม ยกเว้นในทราย แต่ต้องหาจุดอ้างอิงและดรอปในพื้นที่ผ่อนปรน (Relief allowed without penalty for an embedded ball anywhere (except in sand) in the “general area” (a new term for “through the green”).

13. ขั้นตอนการผ่อนปรนด้านข้าง  (Procedure for Taking Lateral Relief)

ในการผ่อนปรนด้านข้าง อาจดรอประยะสองช่วงไม้กอล์ฟ จากจุดที่ลูกผ่านแนวพื้นที่ปรับโทษ ด้วยไม้ที่ยาวที่สุดในถุง ยกเว้นพัตเตอร์ (In taking lateral relief, you will drop within two club-lengths of where your ball entered the penalty area. The size of a club-length will always be measured using the longest club in your bag, other than your putter.)

14. ขั้นตอนการผ่อนปรนถอยหลังตามแนว (Procedure for Taking Back-on-the-Line Relief)

อีกทางเลือกหนึ่ง ในการผ่อนปรนจากหลักแดง หรือหลักเหลืองของพื้นที่ปรับโทษ คือเล็งแนวธง กับจุดที่ลูกผ่านเข้าแนวพื้นที่ปรับโทษ ถอยหลังตามแนวนี้เท่าใดก็ได้ มาร์คจุดอ้างอิงบนแนว และวัดหนึ่งช่วงไม้กอล์ฟที่ยาวที่สุดในถุง ยกเว้นพัตเตอร์(One of your options for relief from either a red or yellow penalty area will be called back-on-the-line relief.)

หลังจากหยิบลูกและนำลูกวาง ผู้เล่นวางลูกกลับที่จุดเดิมเสมอ แม้ว่าจะถูกลมพัด หรือลูกเคลื่อนที่โดยไม่ทราบสาเหตุชัดเจน  (After your ball has been lifted and replaced, you would always replace your ball on its original spot, even if it was blown by the wind or moved for no clear reason.) ข้อแตกต่าง : หากยังไม่มาร์ค และหยิบลูกขึ้น หากลูกเคลื่อนที่ไป ต้องเล่นตามสภาพใหม่

16. การซ่อมรอยเสียหายบนกรีน  (Repairing Damage on the Putting Green)

ซ่อมรอยเสียหายส่วนใหญ่บนกรีนได้ รวมถึงรอยรองเท้า และรอยเสียหายจากสัตว์ (Repair of almost any damage allowed on the putting green (including spike marks and animal damage).)

แต่ไม่รวมความเสียหายจาก การบำรุงรักษาสภาพกรีน เช่น รูระบายอากาศและร่องจากการตัดหญ้าตามแนวตั้ง และความไม่สมบูรณ์ของพื้นผิวกรีนตามธรรมชาติ

17. สัมผัสเส้นทางเล่นบนกรีน (Touching Line of Play on a Putting Green)

ไม่มีโทษปรับ ที่สัมผัสเส้นทางเล่นบนกรีน ตราบเท่าที่ไม่เป็นการปรับปรุงสภาพเพื่อการเล่น (No penalty for touching your line of play on the putting green so long as doing so does not improve the conditions for your stroke.)

กฎข้อ 10.2b(2) ชี้เส้นทางเล่นบนกรีน

18. ลูกเล่นบนกรีนไปชนคันธงในหลุม  (Ball Played From Green Hits Unattended Flagstick in Hole)

ไม่มีโทษปรับ เมื่อผู้เล่น เล่นลูกบนกรีน(หรือที่อื่น ๆ)ไปชนคันธงที่ปักในหลุม (No penalty if your ball played from the putting green (or anywhere else) hits the unattended flagstick in the hole.)

กฎข้อ 13.2a(2) ปล่อยทิ้งคันธงอยู่ในหลุม ไม่มีโทษปรับถ้าลูกชนถูกคันธงที่อยู่ในหลุม

(R 13.2a(2) Leaving Flagstick in Hole  No Penalty If Ball Hits Flagstick Left in Hole.)

19. บริเวณที่คณะกรรมการจะมาร์คเป็นพื้นที่ปรับโทษ   (Areas the Committee May Mark as Penalty Area)  ยกเลิกอุปสรรคน้ำ ใช้เป็นพื้นที่ปรับโทษ  และคณะกรรมการสามารถกำหนดให้ พื้นที่ทะเลทราย ป่า หินลาวา รวมทั้งพื้นที่เป็นน้ำ) อาจมาร์คเป็นพื้นที่ปรับโทษด้วยสีแดง หรือสีเหลือง(Areas of desert, jungle, lava rock, etc. (in addition to areas of water) may now be marked as red or yellow “penalty areas.”)

พื้นที่ปรับโทษ ได้แก่ พื้นน้ำ หรือ พื้นที่อื่นที่กำหนดโดยคณะกรรมการ ซึ่งบ่อยครั้งที่ลูกหาย หรือไม่สามารถเล่นได้ โดยมีโทษปรับหนึ่งสโตรค ผู้เล่นอาจใช้ทางเลือกเฉพาะเพื่อเล่นลูกจากภายนอกพื้นที่ปรับโทษ

20. สัมผัส หรือจรด ลูสอิมเพดดิเม้นในพื้นที่ปรับโทษ  (Touching Loose Impediments or Ground in a Penalty Area)

ไม่มีโทษปรับในการเคลื่อนย้ายลูสอิมเพคคิเม้น สัมผัสพื้น หรือจรดไม้ในพื้นที่ปรับโทษ (No penalty for moving loose impediments, touching the ground, or grounding your club in a penalty area.)

เมื่อกฎกอล์ฟยกเลิกอุปสรรคน้ำ หันมาใช้พื้นที่ปรับโทษแทน ลูกอยู่ในพื้นที่ปรับโทษ สามารถสัมผัสพื้น เคลื่อนย้ายลูสอิมเพดดิเม้นได้เหมือนอยู่ในแฟร์เวย์

กฎข้อ 17.1b ผู้เล่นอาจเล่นลูกตามที่หยุดอยู่ในพื้นที่ปรับโทษ หรือผ่อนปรนแบบมีโทษปรับ

21. ขยายการใช้หลักแดงของพื้นที่ปรับโทษ (Expanded Use of Red-Marked Penalty Areas)

คณะกรรมการที่มาร์คพื้นที่ปรับโทษใด ผ่อนปรนด้านข้างอนุญาตให้ใช้หลักแดงเสมอ (Committees are given the discretion to mark any penalty area as red so that lateral relief is always allowed.) 

กฎข้อ 17 พื้นที่ปรับโทษ

22. ยกเลิกการผ่อนปรนด้านตรงข้ามของพื้นที่ปรับโทษ (Elimination of Opposite Side Relief for Red Penalty Areas)

การผ่อนปรนจากพื้นที่ปรับโทษสีแดง ยกเลิกผ่อนปรนฝั่งตรงข้าม (Relief from a red penalty area no longer allowed on the opposite side from where the ball last entered the penalty area.)

กฎกอล์ฟปี 2018 อุปสรรคน้ำข้างมี 4 วิธีดรอป วิธีที่ 4 โอกาสใช้กันน้อยจึงยกเลิก แต่ในปี 2019คณะกรรมการอาจกำหนดกฎสนาม อนุญาตให้ผ่อนปรนด้านข้าง ในด้านตรงข้ามของพื้นที่ปรับโทษสีแดง

ในระยะที่เท่ากันจากหลุม

กฎข้อ 17.1d ผ่อนปรนสำหรับลูกในพื้นที่ปรับโทษ

23. หยิบหรือสัมผัสลูสอิมเพดดิเม้น หรือสัมผัสทรายในบังเกอร์) (Moving or Touching Loose Impediments or Touching Sand in a Bunker) 

ผ่อนคลายกฎกอล์ฟเกี่ยวข้องกับลูสอิมเพตดิเม้น และสัมผัสพื้นในบังเกอร์ (Relaxed Rules relating to loose impediments and touching the ground in a bunker.)

ผู้เล่นสามารถสัมผัส หรือหยิบใบไม้ใบหญ้าในบังเกอร์ได้ แต่ห้ามสัมผัสทรายในบังเกอร์ด้วยไม้กอล์ฟ โดยถูกบริเวณหน้าหรือถูกหลังลูก ห้ามซ้อมสวิงโดนทราย รวมทั้งห้ามแบ็คสวิงโดนทราย

กฎข้อ 12.2b ข้อจำกัดในการสัมผัสทรายในบังเกอร์

24. ลูกเล่นไม่ได้ในบังเกอร์ (Unplayable Ball in Bunker)

เพิ่มทางเลือกพิเศษ ลูกเล่นไม่ได้ในบังเกอร์ ยินยอมให้ผ่อนปรนนอกบังเกอร์จากลูกเล่นไม่ได้ มีโทษปรับ 2 สโตรค (Relief allowed outside a bunker for an unplayable ball for two penalty strokes.)

ผู้เล่นอาจจะผ่อนปรนโดยถอยหลังตามแนวเส้น ระหว่างธงกับลูกออกนอกบังเกอร์

ลักษณะ 5.อุปกรณ์ (Equipment)  

25. การใช้ไม้กอล์ฟที่ชำรุดระหว่างรอบ (Use of Clubs Damaged During Round)

ไม้กอล์ฟที่ชำรุดระหว่างรอบอาจใช้ต่อเนื่อง แม้ว่าจะชำรุดจากความโกรธ  (A club damaged during a round can continue to be used, even if you damaged it in anger.)

กฎข้อ 4.1a(2) การใช้หรือการซ่อมไม้กอล์ฟที่เสียหายระหว่างรอบ

(4.1a(2) Use or Repair of Club Damaged During Round.)

26. การเพิ่มไม้กอล์ฟที่ชำรุดระหว่างรอบ  (Adding Clubs to Replace a Club Damaged During Round)

ไม่อนุญาตผู้เล่นเปลี่ยนไม้กอล์ฟที่ชำรุดระหว่างรอบ ถ้าชำรุดนั้นเกิดจากผู้เล่น (You will not be allowed to replace a damaged club during a round if you were responsible for the damage.)

ไม่อนุญาตนำไม้มาทดแทน ยกเว้น เมื่อผู้เล่นไม่ได้เป็นสาเหตุทำให้เสียหาย

กฎข้อ 4.1b(3). ไม่นำไม้กอล์ฟมาแทนอันที่สูญหาย หรือเสียหาย

27. การใช้อุปกรณ์วัดระยะ (Use of Distance-Measuring Devices)

อนุญาตใช้อุปกรณ์วัดระยะ เว้นแต่มีกฎสนามห้ามใช้ (The use of DMDs will be allowed unless a Local Rule has been adopted prohibiting their use.)

ลักษณะ 6.การเล่นลูก (Playing a Ball)  

28. แคดดี้ยืนหลังผู้เล่นเพื่อช่วยดูไลน์  (Caddie Standing Behind a Player to Help Line the Player Up)

ไม่อนุญาตแคดดี้ยืนหลังผู้เล่นในแนวขณะที่ผู้เล่นกำลังยืนเพื่อจะเล่นลูก (A caddie is not allowed to stand on a line behind you while you are taking your stance and until your stroke is made.)

เพิ่มให้การเล่นเร็วขึ้น ไม่อนุญาตยืนหลังผู้เล่นเพื่อช่วยดูไลน์  มีโทษปรับทันที แม้จะถอยออกก่อนเล่นลูกก็ตาม มีข้อยกเว้นบนกรีน ทั้งแคดดี้และผู้เล่นต้องออกจากไลน์ และผู้เล่นเข้าไปใหม่

กฎข้อ 10.2b(4) คำปรึกษา และความช่วยเหลืออื่น ข้อจำกัดเมื่อแคดดี้ยืนหลังผู้เล่น

29. แคดดี้หยิบลูกบนกรีน (Caddie Lifting Ball on the Putting Green)

เฉพาะบนกรีน แคดดี้อาจหยิบ และวางกลับที่ได้บนกรีน แม้ไม่มีคำสั่งเฉพาะให้กระทำ (Your caddie may lift and replace your ball on the putting green without your specific authorization to do so.)

ที่อื่นๆนอกกรีน แคดดี้จะหยิบ ต้องได้มอบหมายจากผู้เล่น

กฎข้อ 14.1 การมาร์ค การหยิบและการทำความสะอาด  b.ผู้ใดอาจหยิบลูกได้

30. ลูกสัมผัสเหล็กมากกว่าหนึ่งครั้งโดยบังเอิญ  (Ball Accidentally Struck More Than Once During a Stroke

ลูกกระทบโดนไม้กอล์ฟมากกว่า 1 ครั้ง ไม่มีโทษปรับ และเล่นตามสภาพที่ลูกหยุดอยู่ (If your club accidentally strikes your ball more than once during a stroke, there will be no penalty and your ball will be played as it lies.)

ลักษณะ 7.การเล่นรอบ (When to Play During a Round) 

31. การกระตุ้นให้เกิดการเล่นที่รวดเร็ว (Encouraging Prompt Pace of Play)

เพื่อมิให้การเล่นล่าช้า คำแนะนำการเล่นกอล์ฟ ต้องพร้อมเล่น แต่ละสโตรคใช้เวลาไม่เกิน 40 วินาที (It is recommended that you play “ready golf” and make each stroke in no more than 40 seconds.)

กฎข้อ 5.6  ล่าช้าเกินควร ; เล่นอย่างรวดเร็ว

(R 5.6 Unreasonable Delay; Prompt Pace of Play)

32. รูปแบบสกอร์สูงสุดในสโตรคเพลย์  (Maximum Score Form of Stroke Play)

การเล่นประเภทใหม่ในแบบสโตรคเพลย์ ที่คณะกรรมการกำหนดสกอร์สูงสุดในแต่ละหลุมได้ (A new “Maximum Score” form of stroke play is recognized, where your score for a hole is capped at a max score.)

ลักษณะ 8.พฤติกรรมผู้เล่น (Player Behavior)

33. มาตรฐานความประพฤติตามคาดหมายของผู้เล่น (Expected Standards of Player Conduct)

 ความตั้งใจของกฎใหม่คาดหวังสูงจากผู้เล่นในด้านมาตรฐานความประพฤติ   (The proposed new Rules speak to the high standards of conduct expected from players.)

34. จรรยาของผู้เล่น (Code of Player Conduct)

คณะกรรมการจะได้รับอำนาจในนำไปใช้จรรยาของผู้เล่น และตั้งบทลงโทษฝ่าฝืนจรรยาดังกล่าว (Committees are given authority to adopt their own code of player conduct and to set penalties for breaches of that code.)

35. ยกเลิกที่ต้องแจ้งเจตนาในการหยิบลูกขึ้น  (Elimination of the Requirement to Announce the Player's Intent to Lift a Ball)

เมื่อผู้เล่นมีเหตุผลที่ดีไปมาร์ค และหยิบลูกขึ้น  ผู้เล่นไม่จำเป็นต้องประกาศความตั้งใจก่อน  (When you have good reason to mark and lift your ball, you are no longer required to first announce your intention.)

36. การตัดสินที่สมเหตุสมผลในการประมาณและวัด  (Reasonable Judgment in Estimating and Measuring)

ผู้เล่นทำการประมาณวัด ด้วยความรอบคอบตามสถานการณ์แล้ว การตัดสินใจของผู้เล่นจะเป็นที่ยอมรับได้ แม้แสดงให้เห็นว่าการหานั้นผิดโดยแสดงจากหลักฐานวิดิโอ หรือจากข้อมูลอื่นในภายหลัง (A player’s reasonable judgment will not be second-guessed based on later evidence.)

กฎข้อ 1.3 การเล่นตามกฎข้อบังคับ  การใช้กฎข้อบังคับ   การยอมรับ “การiตัดสินใจที่เหมาะสม” ของผู้เล่นในการหาบริเวณเมื่อใช้กฎข้อบังคับ
